Every Telegram channel or group has exactly one Owner and any number of Admins, and the two roles are often confused because both show a badge next to their name. The difference isn't cosmetic — it determines who can actually delete the channel, transfer control, or lock everyone else out.
Owner: The Single Point of Ultimate Control
The Owner is the account that originally created the channel or group, or the account an existing Owner has formally transferred ownership to. There is only ever one Owner at a time, and that account has permissions no Admin can override:
- Demote or remove any Admin, regardless of who promoted them
- Transfer ownership to another account (requires two-factor authentication and a short waiting period)
- Delete the channel or group permanently
- Change every setting, including ones hidden from Admins
An Owner automatically has every Admin permission available, so there's no separate \"owner rights\" toggle to configure — the role itself carries full authority.
What Admin Permissions Actually Cover
Admin is not one fixed role — it's a bundle of individually toggled permissions the Owner (or a sufficiently privileged Admin) assigns per person. Common toggles include:
- Change channel/group info (name, photo, description, linked discussion group)
- Post messages and edit or delete messages posted by others
- Invite users and manage invite links
- Ban and restrict members (groups)
- Manage video chats and live streams
- Pin messages
- Add new Admins
- Remain anonymous (posts and actions appear under the channel/group name rather than a personal one)
Two Admins can therefore have wildly different powers. One might only be able to post; another might be able to do everything short of deleting the channel.
Adding, Removing, and Naming Admins
To add an Admin, open the channel or group's Administrators settings, select a member, and toggle on the specific permissions they need. Each Admin can also be given a custom title — up to 16 characters — that replaces the generic \"admin\" label shown under their name in posts and the member list, useful for signaling roles like \"Moderator\" or \"Support.\"
Removing Admins has a nuance most people miss: the Owner can demote any Admin at any time, but an Admin with the \"Add New Admins\" permission can only demote the Admins they personally promoted. They can't touch Admins added by someone else or by the Owner. This keeps accountability tied to whoever actually granted the rights.
Why \"Add New Admins\" Is the Riskiest Permission to Hand Out
An Admin with this right can promote other users to Admin — but only with permissions equal to or narrower than their own; they can't grant rights they don't personally hold. Still, this permission effectively lets someone expand the circle of people with real control over the channel, bypassing the Owner entirely for future promotions. If that Admin's account is compromised, or the person turns out to be untrustworthy, they can quietly stack the channel with allies. Reserve this toggle for co-founders or long-term trusted operators only — not for anyone managing day-to-day content.
What Happens If the Owner Account Is Lost
This is the scenario most teams underestimate. If the Owner's Telegram account becomes inaccessible — lost phone number, forgotten two-factor password, permanent ban — Admins do not automatically inherit ownership. There is no support ticket that transfers a channel's ownership to someone else; Telegram treats channel control as tied strictly to that account. An inactive account is eventually deleted after a self-destruct period the user sets (commonly six months), but deletion doesn't reassign the channel to an Admin either — it can leave the channel in an orphaned, unmanageable state for major changes like deletion or ownership transfer, even though existing Admins can usually keep posting and moderating.
The practical safeguard is to enable two-factor authentication on the Owner account, keep recovery email up to date, and consider transferring ownership to a shared, well-secured account (or a fully trusted co-founder) rather than leaving a single personal phone number as the only key to the channel.
